Present: Governor Graves, Drs.Tidwell, Victor H. Hanson, W. H. Oates, Messrs. T. D. Samford, P. S. Haley, Harry Herzfeld, Charles Henderson, C. W. Ashcraft. The recommendations of President Dowell were considered and a ction taken as follows: 1 • President Dowell was authorized to award to the lowest bidder the contract for rebuilding of the S igma Nu Fraternity house. / 2. On motion of Dr. Oates the Board instructed the executive com­mittee to investigate the practicability of insuring college buildings under the state insurance plan, said committee to report at the next meeting of the Board. \~ 3 . The Board a pproved the plans for rebuilding the poultry plant as recommended by President Dowell and M ~. Ivey , it being under stood that no additions would be made at this ti ~ e. 4 . The board directed t hat the bond for student R.O.T .C. supplies be discontinued and a cash deposit of $15.00 be required of each student. 5. The Board discussed the method of handling the emergency indebted­ness of the college. Governor Graves stated that he e xpected appropriations by the legislature would make it possible to pay \'_~ off the indebtedness by February 1, 1928, but that he did not rr believe it possible to make any payment at an earlier date. The Board thereupun authorized President Dowell to renew the notes of the institution held by certain banks and authorized him to say that a substantial payment will be made on the loans by February 1, 1928 even if relief is not given by legislative ap­propriations. The motion also clothed the President with the same authority given him in the original resolutions aut horized the Institution to borrow the money to meet emergency needs. 6. ' President Dowell was authorized to award a scholarship covering non-resident 'fees to Riverside Military Academy and other secon­dary schools which he may approve. 1.lr . ' The Board deferred acti on on the proposal to extend the distribu tion lines for electric current. --~~ Messrs Samford, Herzfeld and President Dowell were appointed as a committee to act in cooperatio'n with representatives of the town of Auburn and of the Federal Govern~ent in the effort to secure a suita­ble site for the erection of a post of ~ ice building at Auburn, said committee to report its action to the full board for confirmation at the next meeting. No action was taken on the proposal to exempt veterinary medicine 202 1 t f students who are ' residents of other states from paying the non­resident fee. I The Boar d discussed sympathetically the plan proposed by studen~s for raising funds to erect a stadium, the matter being referred to Messrs Samford, Herzfeld and Henderson for consideration. . The titl~ of Assistant Professor M. S. Osborne was changed to Associate Professor. On motion of Mr. Samford, President Dowell was requested to edit and publish in pamphlet form the Presid~nt's report to the Board of TrUstees, said report to be distributed as the Pradident. directs. On motion of Mr. Ashcraft, the Board of Truste&s passed a 'resolu­tion thanking Dr. Hanson for the liberal pub licit y given the college by the Birmingham News and the Montgomery Advertiser. On motion of Mr. Samford a vote of thanks was extended Mr. Herzfeld for his presentation of an appropriate trophy to be given WAPI radiophone to the Alabama High School which puts on the best radio program. Governor Graves stated that he ·would r~vise the sta~ding commtttees and a nnounce them at the next meeting of the Board. There being no further business the Board adjourn~d. B. L. Samford, Haley, Herzfeld and Ro gers. As a quorum was not p res ent a recess was t aken until Wednes day, June 1, when the Board will resume its session in Auburn at 10:30 a. m. The committee defer r ed action on the following recommendation: Thatconsideration be given to ways and means of p roviding a ddi ­tional housing facilities. 9. The co mm ittee requested the President to e ~p ress apprec i ~tion t o the President and Directors of the Baltimore and Ohio Railroad Company for presenting to the Institu t ion a ~ Medal issued in connection with the One Hundredth Anniversity of the compa ny. Sh i, Secre tary .1 Minutes of the Board of Tr~stees June 1, 1927 205 The Board of Trustees met in the office of President Dowell at 12:10 p.m., the following being present: Governor Graves, Dr. Tidwell, Dr. Oates, Messrs. Samford, Haley, Herzfeld, Henderson. The minutes of the me eting of the Executive Co mmittee held May 23 were read and the action of the com'1l ittee ra.tified and approved by the board. On motion of Dr. Oates, the board endorsed and approved House Bill No. 318 known as the Unified Educational Bill intro duced in the legistature of 1927 The Board reelected Mr. T. D. Samford to serve on the state Coun­cil of Education as the representative of the Board of Trustees of the Alabama Polytechnic Institute. The Board requested t hat Mr. T. D. Samford confer with the Go vernor, State Highway Commission and legislature with the view of adopting a plan by which the state Highway Commission may pay the college's prora ta part of the cost of paving streets or hi ghways on which college property abuts. (--.....'1 . ~ On motion of Dr. Oates, seconded by Governor Henderson, the Board of Trustees authorized the President of the Institution to mortgage lots and fraternity homes erected thereon, provided such mortgage is found to be necessary in order to secure funds to carry forward the f devel opment of Fraternity Row as authorized by the Board of Trustees in prerious sessions. Mr. Herzfeld voted "No" on this resolution. On motion of Dr. Oates, the Board of Trustees voted to require that all students take sma.llpox and typhoid-para.typhoid vaccinations in order to m inimi~e the danger of epi demics in the stUdent body of the college. There being no further business the Board voted to recess to meet on call o f Governor Gr~ves. B. L. Shi, Secretary 206 -',' Minutes or the Board of Trustees September 1, 1927 In accordance with a resolution adopted at t he last me eting of the Board the members were called by Governor Gr&ves to meet in his office on September 1st. 207 Governor Graves called the meeting to order a.t 10:45 A. M., the following members being present: Governor Bibb Graves, Superintendent or Education R. E. Tidwell, Messrs. Harry Herzfeld, Oliver R. Hood, Charles Henderson, J. A. Ro gers, C. VI . Ashcraft, T. D. Samford, P . S. Haley, Governor Graves stated that he had asked the Board to meet in order to co n sider what steps should be taken in view of the appro­priation to the colle ge by the legislature in 1927. President Dowell was " sked to make his r e co mmendations and he submitted the following: 1. " pay outstanding indebtedness for necessary racilities co n tra.cted by your a uthorization. 2. Fill vacancies with siutable and qualified men within proper salary limits in accordance with the unified salary schedule. 3. Build the present staff up to the unified schedule as rapidly a s practicable on the basis of experience, training and merit. 4. Re p l a c e student assi s tants a.nd men of unsatisfactor y qualifications or service with proper substitutes as rapidly as may be practicable. 5. Make a carerul study, with the aid o~ capable counsellors, of t he lines of d evelopment that should be followed and the expansion that should be unde rtaken and prepare to inaugurate the approved plane as promptly as may be practicable. 6. Select members of the instructional staff and arrange loads so as to enc ourage and s e cure active research and productivity. 7. P rocure necessary service staff to put and kee p buildings and grounds in attractive co n dition. 8. Make a careful study of equipment and building needs and for mulate a p ro gram f or your consideration. 9~ Get behind the proposed bo n d issue amendment to the Constitution with whole-hearted coope ration. After discussion the Board adopted the follo wi ng resolution on motion of Mr. Hood: Resolved that the Board of Trustees endorse and a pp rove the recom­mendations presented by the President of the Institute and that the same be referred to the Executive Co mmittee of the Board with full power to act. On motion of Mr. Samford the Board vo ted to r a tify the action president Dowell in directing that the d ebt of the colle ge owed to First National Bank of Birmingham be pai d in full. 208 ( Mr. Ashcraft called attention 'to the action taken at a for ~ er meeting of the Board of Trustees with reference to membe r s of the Junior class who served with Commissions in the World War. The Board directed that a list of men so affected be furnished at the next meeting by the President with recommendations as to the award of a degree. B. L. Shi. Secretary Minutes of the Board of Trustees Oc to be r 14;, 19 2 7 (stenographic record in Trustees file) All members were present e xcept Dr. Oates. 211 There was ashor t conference as to a mode of procedure and at the suggestion of members of the board, President Dowell did not remain for the formal session. The meeting was called to order by Governor Graves who said: "I called the bOard by wire stating that a meeting of the board had been requested by representatives of the student body and by the president of the institution. The purpose is to make an investi gation of conditions l here with a view to finding a remedy for the situation." ' In accordance with the plan of p rocedure admpted representatives of the student body were summoned to appear before the board. Mr. ~hi tten was called first and Governor Graves made the following statement: "Mr. Whitten this is a public hearing with steno graphic notes taken. You are abs olutely free to say ~hat you will and there will be no con­se quences co ming to you from being free in stating any facts here *** Don't fe e l that you will be anywise hampered in the statement of any facts given here. ~e want you to feel free in giving any statements, obs e rvations, etc., with reference to this student body." Mr. Whttten made an e xt ensive statement and was questioned by members of the board. Other students who we re examined during the morning session were: F . M. Malone, B. T. Sankey, R. W. P a rker and B.A. Rives, Jr. The board adjourned at 1 o'clock for luncheon at Smith Hall. The session was resumed at 2 o'clock when the following were calle d and made statements t o the board: R. M. On motion of Hr. Hanson a recess was ordered with the understanding that the board would meet a gain in the ~overnor'~ o f f ice on call of the Chai r man of the board at which me e ting Dr . Dowe ll would be invited to make a statement to the board. On motion of Mr. Hood, a committee of five members was appointed by the Chairman to make such further investi gations as seemed proper and to r eport to the board at its ne x t meeting. The meeting was calle d to order at 10:10 in the supreme Court Room. The Governor called for the report of the sub-committee on investiga­tion. Dr. Tidwell state d that his committee held a meeting in Auburn on November 1 and continued the hearing in exactly the same manner as did the board at its re gu lar meeting on October 14. He furt h er stated that the minutes of t h e October 14 meeting of the board did not seem to warrant the inv e stigating committee writing a report with recommendations. He therefore had asked that a steno graphic report of the testimony g iv~n to the inve sti gating co mmittee be sent to each member of the board. The Governor statecl that he h a d. had requests from different persons who wished to make a statement to the board. It was decided that any­one present who cared to make a statement would be heard for five minutes. The following, thereupon, made statements: Haygood Paterson, Mont g om e ry vr. "H . On motion of Mr. Rogers, a recess was taken during which the special committee was asked to r e tire and formulate a plan of proce­dure, the Governor being asked to cooperate with the special committee. The meeting reconvened at 12:50 p.m. Dr. Dowell was Called and the Governor made the following statement: .tour action at Auburn provided that this meeting should be called and that you would be asked to come before us and make such statement as you t h ink proper. We have come to that in the program. The Board will be g lad to hear from you." Before making his statement to the board, President Dowell read his resignation, as follows: ·"TO THE BOARD OF TRUSTE"SS OF THE ALABAMA POLYTECHN IC INSTITUTE. Present: Governor Graves, Drs.Tidwell, Victor H. Hanson, W. H. Oates, Messrs. T. D. Samford, P. S. Haley, Harry Herzfeld, Charles Henderson, C. W. Ashcraft. The recommendations of President Dowell were considered and a ction taken as follows: 1 • President Dowell was authorized to award to the lowest bidder the contract for rebuilding of the S igma Nu Fraternity house. / 2. On motion of Dr. Oates the Board instructed the executive com­mittee to investigate the practicability of insuring college buildings under the state insurance plan, said committee to report at the next meeting of the Board. \~ 3 . The Board a pproved the plans for rebuilding the poultry plant as recommended by President Dowell and M ~. Ivey , it being under stood that no additions would be made at this ti ~ e. 4 . The board directed t hat the bond for student R.O.T .C. supplies be discontinued and a cash deposit of $15.00 be required of each student. 5. The Board discussed the method of handling the emergency indebted­ness of the college. Governor Graves stated that he e xpected appropriations by the legislature would make it possible to pay \'_~ off the indebtedness by February 1, 1928, but that he did not rr believe it possible to make any payment at an earlier date. The Board thereupun authorized President Dowell to renew the notes of the institution held by certain banks and authorized him to say that a substantial payment will be made on the loans by February 1, 1928 even if relief is not given by legislative ap­propriations. The motion also clothed the President with the same authority given him in the original resolutions aut horized the Institution to borrow the money to meet emergency needs. 6. ' President Dowell was authorized to award a scholarship covering non-resident 'fees to Riverside Military Academy and other secon­dary schools which he may approve. 1.lr . ' The Board deferred acti on on the proposal to extend the distribu tion lines for electric current. --~~ Messrs Samford, Herzfeld and President Dowell were appointed as a committee to act in cooperatio'n with representatives of the town of Auburn and of the Federal Govern~ent in the effort to secure a suita­ble site for the erection of a post of ~ ice building at Auburn, said committee to report its action to the full board for confirmation at the next meeting. No action was taken on the proposal to exempt veterinary medicine 202 1 t f students who are ' residents of other states from paying the non­resident fee. I The Boar d discussed sympathetically the plan proposed by studen~s for raising funds to erect a stadium, the matter being referred to Messrs Samford, Herzfeld and Henderson for consideration. . The titl~ of Assistant Professor M. S. Osborne was changed to Associate Professor. On motion of Mr. Samford, President Dowell was requested to edit and publish in pamphlet form the Presid~nt's report to the Board of TrUstees, said report to be distributed as the Pradident. directs. On motion of Mr. Ashcraft, the Board of Truste&s passed a 'resolu­tion thanking Dr. Hanson for the liberal pub licit y given the college by the Birmingham News and the Montgomery Advertiser. On motion of Mr. Samford a vote of thanks was extended Mr. Herzfeld for his presentation of an appropriate trophy to be given WAPI radiophone to the Alabama High School which puts on the best radio program. Samford, Haley, Herzfeld, Henderson. The minutes of the me eting of the Executive Co mmittee held May 23 were read and the action of the com'1l ittee ra.tified and approved by the board. On motion of Dr. Oates, the board endorsed and approved House Bill No. 318 known as the Unified Educational Bill intro duced in the legistature of 1927 The Board reelected Mr. T. D. Samford to serve on the state Coun­cil of Education as the representative of the Board of Trustees of the Alabama Polytechnic Institute. The Board requested t hat Mr. T. D. Samford confer with the Go vernor, State Highway Commission and legislature with the view of adopting a plan by which the state Highway Commission may pay the college's prora ta part of the cost of paving streets or hi ghways on which college property abuts. (--.....'1 . ~ On motion of Dr. Oates, seconded by Governor Henderson, the Board of Trustees authorized the President of the Institution to mortgage lots and fraternity homes erected thereon, provided such mortgage is found to be necessary in order to secure funds to carry forward the f devel opment of Fraternity Row as authorized by the Board of Trustees in prerious sessions. Mr. Herzfeld voted "No" on this resolution. On motion of Dr. Oates, the Board of Trustees voted to require that all students take sma.llpox and typhoid-para.typhoid vaccinations in order to m inimi~e the danger of epi demics in the stUdent body of the college. Haley, Governor Graves stated that he had asked the Board to meet in order to co n sider what steps should be taken in view of the appro­priation to the colle ge by the legislature in 1927. President Dowell was " sked to make his r e co mmendations and he submitted the following: 1. " pay outstanding indebtedness for necessary racilities co n tra.cted by your a uthorization. 2. Fill vacancies with siutable and qualified men within proper salary limits in accordance with the unified salary schedule. 3. Build the present staff up to the unified schedule as rapidly a s practicable on the basis of experience, training and merit. 4. Re p l a c e student assi s tants a.nd men of unsatisfactor y qualifications or service with proper substitutes as rapidly as may be practicable. 5. Make a carerul study, with the aid o~ capable counsellors, of t he lines of d evelopment that should be followed and the expansion that should be unde rtaken and prepare to inaugurate the approved plane as promptly as may be practicable. 6. Select members of the instructional staff and arrange loads so as to enc ourage and s e cure active research and productivity. 7. P rocure necessary service staff to put and kee p buildings and grounds in attractive co n dition. 8. Make a careful study of equipment and building needs and for mulate a p ro gram f or your consideration. 9~ Get behind the proposed bo n d issue amendment to the Constitution with whole-hearted coope ration. After discussion the Board adopted the follo wi ng resolution on motion of Mr. Hood: Resolved that the Board of Trustees endorse and a pp rove the recom­mendations presented by the President of the Institute and that the same be referred to the Executive Co mmittee of the Board with full power to act. On motion of Mr. Samford the Board vo ted to r a tify the action president Dowell in directing that the d ebt of the colle ge owed to First National Bank of Birmingham be pai d in full. 208 ( Mr. Ashcraft called attention 'to the action taken at a for ~ er meeting of the Board of Trustees with reference to membe r s of the Junior class who served with Commissions in the World War. The purpose is to make an investi gation of conditions l here with a view to finding a remedy for the situation." Dr. Tidwell state d that his committee held a meeting in Auburn on November 1 and continued the hearing in exactly the same manner as did the board at its re gu lar meeting on October 14. He furt h er stated that the minutes of t h e October 14 meeting of the board did not seem to warrant the inv e stigating committee writing a report with recommendations. He therefore had asked that a steno graphic report of the testimony g iv~n to the inve sti gating co mmittee be sent to each member of the board. The Governor statecl that he h a d. had requests from different persons who wished to make a statement to the board.
